Afghan Islamic Press, 27 December 2004: Golboddin Hekmatyar, a former leader of the mojahedin, sent a statement by fax to some press agencies, which is sent to you in original form:
In the name of God, the compassionate, the merciful.
Statement.
Believers, take neither the Jews nor the Christians for your friends and protectors. They are friends and protectors of one another. Whoever of you seeks their friendship and supports them shall become one of their number. Allah does not guide the wrongdoers. (Preceding words in Arabic. The text also includes its translation in Pashto).
Dear Compatriots, I once again reassure my oppressed nation that we will be standing by them, as we have always, in the defence of Islam and in the current war of liberation of our country. We will continue the jehad until all foreign occupying forces leave our country and until an Islamic government that is the choice of the nation is established in a free and independent Afghanistan. The devout mojahedin neither accept the dominance of foreign forces on an inch of their country nor are they ready for a single moment to abandon jehad and resistance in the course of the occupation of their country, nor can they accept the dark blot of participation in governments which are imposed by the arms and money of foreigners.
We have announced from the first day that foreign forces should leave Afghanistan and that the Afghans should be left to determine their fate themselves in the light of their beliefs and without foreign pressure and intervention. It continues to be our position. Should this condition be accepted, we are ready to hold talks, to help security is ensured in our country and to participate in the elections. The American should know also that the Afghans' jehad will continue until complete independence, the withdrawal of all foreign troops from Afghanistan and the establishment of a free, independent and Islamic Afghanistan. We are confident that the days of another Islamic uprising against the occupiers are close. The situation of the continued resistance against and of attacks on the occupying forces in Konar, Nangarhar, Paktia, Paktika, Zabol, Urozgan and in other provinces, and the situation of the spreading of the rays of resistance to the north is a harbinger of this very fact. The Afghans can no longer tolerate the cruelty, the corruption and the transgression of the English and the Americans on their religion, honour and families.
Despite all their barbaric attacks, bombing, detentions and killing over the past three years, the Americans have been unable to crush the resistance and to stop it spreading. They have achieved none of their aims other than the overthrow of the Taliban government. Henceforward, neither will they rest in any part of this country, nor will their wish of hearing good news from Afghanistan come true, nor will security be ensured, nor will the transport of oil and gas from Central Asia be achieved (through this country) and nor will they be able to obstruct the establishment of an Islamic government (in Afghanistan). They will get out of Afghanistan like the Soviets and they will face the fate of the Soviet Union, God willing, and their puppet regime will collapse as soon as they leave.
We are confident that (US President) George Bush will prove to be an outstanding Brezhnev of America as a result of his warmonger policies and that America will face the same consequences as Brezhnev's Soviet Union. In all parts of the world many scholars and those who want the world to be saved from the evil of America wished for Bush to be re-elected and for America to remain in the hands of his bullying friends in order to push America closer to ruination.
Almighty God might well have bestowed the governance of America on Bush for the wishes of those people to come true. The number of American fatalities and casualties has reached 11,400 in Iraq and to 1,700 in Afghanistan. They cannot endure such losses for a long time. This year America's trade deficit was more than 600 billion dollars, against the euro the dollar fell by 35 per cent, the price of oil rose above $50, the debt of the government of America is $7,400 billion, its budget deficit was $380 billion, general and strong hatred against America in the world reached a level that had not been seen against any imperialist power before and so many demonstrations were held against America as have no parallel in history.
All these issues are harbingers of the fact that the fall of America is close. It should not be treated as a trivial matter when (presidential candidate) John Kerry told Bush soon after the election results were known that the disintegration of America should be prevented.
The Americans should also know that if Pakistan and Iran had not helped them, they would have captured neither Afghanistan nor Iraq. And now also without the help of these countries, it will be very difficult for them to have calm in Afghanistan and Iraq. We will see how long the officials of these countries bow to your threats against the wishes of their own peoples and how long they can help you against the oppressed Afghans and Iraqis! (exclamation mark in text).
While my bank accounts were closed three years ago on the very day that the Iranian officials decided on my expulsion from Iran at the instruction of the Americans and in order to make them (the Americans) happy, I do not know why should they publish the report now and with such level of falsehood? If this action has been due to Washington's recent threats, I accept their excuse. Although I believe that by such acts of humility Iran not only cannot make America happy but it is making it (America) bolder. If the assistance that Iran has rendered to America, so much so that Iranian armed and trained Afghans and Iraqis went to Paktia and Faluja to fight and fought under the command of the Americans against their people, could not satisfy Washington, what else would there be to make them happy and stop their threats? Unless there was resistance in Afghanistan and Iraq, God knows what they would not have done to Iran!! (exclamation marks in text) If America attacks Iran, the greatest reason for this would be the fact that Iran co-operated with America to capture Iraq and Afghanistan.
It is also a matter of surprise why they falsely spoke about $70 million whereas they know very well that not even a single dollar is deposited in that account. Should there be a dollar in my name in any Iranian bank, I give it to Iran as a gift. Instead of freezing the account, they should either give this money to the Americans, the Hizbollah, or the Palestinians or to those officials in Kabul who were once their friends but are now in the service of "the Great Satan" (preceding words in Farsi) and who have sold their (Iranians') weapons and their own country and religion. I wrote to the Iranian leaders at the time that the closure of the accounts had neither Shara'yi basis nor legal justification. There was nothing in the accounts but the limited deposits of the Afghan laborers who worked in Iran. Neither is this permitted by the school of thought of Ali (May God be pleased with him) nor does Hussein's (May God be pleased with him) school of thought permit assistance to an invading, oppressing infidel against an oppressed Muslim. Neither can America deceive my nation by its false propaganda nor can it stop me from fighting a holy war, nor can you make America happy, especially if the Americans learn that the amount that they have falsely been told of did not exist in the account!! (exclamation marks in text) If by imprisonment and killing my friends, relatives, brothers and father neither the Russians nor the Americans have been able to stop my jehad, nothing else can either, God willing, stop me. To us jehad is like giving up prayers and fasting and we consider abandoning it like missing prayers (which is a sin). We believe that life has been deposited with us by God and (therefore) we deem it as our religious duty and a means of salvation to sacrifice it for the sake of Allah.
Down with America and its faithless friends
